You become a full-fledged RAIDING member if your gear is ready for our current content. We use http://be.imba.hu/ to make this determination. Your blue bar needs to be at least within our current content AND you must have NO WARNINGS having to do with unenchanted items, empty sockets or low quality gems to become (or remain) a Raider. Raiders may request PERMANENT raid spots. If no permanent positions are available, raiders will be added to Zombie's Master Raid Roster as a SUB.
